摘　　要：乡镇债务既有积极影响,也有消极影响,但消极影响更大。基于对安徽省多个乡镇的第一手调查资料,从微观、中观、宏观的层面分析了当前我国乡镇债务的影响。认为乡镇债务影响到农民、乡镇干部和工作人员的利益,影响到乡镇基层政府正常运转,影响到乡村社会稳定和新农村建设,影响到国家政策主要是农村税费改革与乡镇综合改革的实施。应该采取措施积极化解乡镇债务,消减负面影响。The influences of rural debts could be both positive and negative.Here the latter is stronger than the former.Based on the first-hand investigation of the counties and towns in Anhui province,this paper analyzes the influences of their debts at micro,meso and macro level.The results indicate that rural debts influence the benefits of peasants,township cadres and staff members there.The debts may hinder the working order of the local governments,the rural stability and the construction of the new countryside.They may even hinder the implementation of the tax reform and the comprehensive reform of the countryside.This paper proposes that methods must be found out in order to solve the problem of the rural debts and reduce their negative influences.
