摘　　要：城镇居民医疗保险制度中医疗供方道德风险的存在对其稳定发展存在潜在威胁。通过分析影响城镇居民医疗保险医疗供方道德风险的医生、医院、患者等因素,提出防范医疗供方道德风险的策略,即:重视医院文化建设,推崇高尚的职业道德;提高医生社会地位和经济收入,建立医生职业风险分担机制;改革医院价值取向,寻找市场经营性与社会公益性的均衡;建立严格监督机制,制定有效激励措施;加快医疗信息化建设,建立信息公开透明机制;加强医学生医学伦理学教育。The exists of moral hazard for medical supplier in the medical insurance for urban residents cause potential risk for its development. Based on the analysis of the main factors influencing the moral hazard for medical supplier in the medical insurance for urban residents, such as factors related to doctor, hospital, patient, and so forth, this paper presents ways of preventing such hazard for medical supplier, including： paying attention to the construction of hospital culture, praising highly the noble vocational morality; improving the doctor social status and economic income, establishing the doctor professional risk sharing mechanism; changing the hospital value orientation, looking for business and social public welfare market equilibrium; setting up a strict supervision mechanism and effective incentive measures; Speeding up the medical information construction, setting up a mechanism for in- formation opening; strengthening medical students＇medical ethics education.
