基于社会结构调整的群众体育公共政策取向

摘　　要：社会结构调整是当前中国现代化建设进程中的一个重要特征和推动力量,对群众体育的发展产生深远的影响。以新阶段新形势下的社会结构作为考察群众体育及其公共政策发展的视角,通过文献资料调研等方法分析了社会结构调整给群众体育领域带来的影响,概括提炼出以提高群众生活质量、保障与均衡群众体育服务、取道于基层公共体育服务体系建设、发挥各类组织相应职能、以自身的完善引领群众体育发展为主要内容的群众体育的公共政策发展取向。Social structure transformation is an important characteristic and promoting power in the process of mod ernization in that it can make profound and lasting influence on the development of sports for all.Through observing the public policy development based on the social structure and adopting literature review,this paper analyses the influences of the social structure transformation and proposes strategies for sports public policy compiling targeting at improving the quality of people＇s life,guaranteeing and balancing the public sports service,reinforcing the pub lic sports service system,giving play to the organizations of all kinds,promoting the development of sports for all via perfection of the policies etc.
