城乡居民对药品零差价政策意愿及就医行为调查分析

摘　　要：加快推进以药品零差价销售政策为核心的基本药物制度,已成为促进新医改提出的建立健全覆盖城乡居民基本医疗卫生制度目标的重要环节,城乡居民对零差价政策的支持意愿及就医行为变化无疑是政策实施效果的重要观察点。以浙江省中部某县级市城乡居民对药品零差价政策意愿与就医行为及影响因素分析数据为基础,分析了政策成效及存在问题。结果表明,城乡居民对药品零差价政策的了解意愿和知晓程度偏低,年龄、平均月收入、政策知晓度、均次医疗费用下降度、药品种类满足需求度、限制销售非零差价药品的支持度等是影响居民经常性流向城乡社区医疗服务机构及首诊选择意愿的主要促进因素。并针对问题与发现,提出了相关思考与讨论建议。Promoting drugs zero-profit policy at the core of essential medicines systems has played an important role in achieving the objectives to establish and in improving the coverage of the urban and rural residents basic medical health system proposed by the new health care reform. The attitude of urban and rural residents to support drugs zero- profit policy and the hospitalization behaviors changes in no doubt are the important observation point of the effect of policy implementation. Based on the data of the drugs zero-profit policy desires, hospitalization behaviors and influencing factors analysis, which were surveyed and collected among a county-level city urban and rural resident in the center of Zhejiang Province, the effectiveness of the policy and problems were analyzed. The results show that the desires to understand drugs zero-profit policy of urban and rural residents are low. The age, the average monthly in- come, the policy awareness, the degree of reduction of average medical expense, drug types to meet the demand and the support to limit the sale of non-zero-profit price are the main positive contributors to influence the flow of resi- dents to urban and rural community medical service institutions and the select willing to the first diagnosis. Moreover the discussion and suggestions about the problems and findings are proposed.
