浅论流失国家档案收回机制

摘　　要：流失的国家档案是流失国国家档案全宗所不可分割的有机组成部分,它对档案流失国来讲具有重要现实管理和历史文化意义。收回流失的国家档案已成为国际社会的广泛共识。我们可以通过接受捐赠、购买、外交等方式收回流失的国家档案,而这些都离不开在沟通的基础上进行协商,在协商的基础上开展国际合作。为此,为了提高国家档案收回的成功率,在开展国际合作的过程中我们应构建以下三个机制:沟通机制、协调机制、落实机制。The loss of the national archives is an integral part of the organic component of the loss country.The importance of the archives has been recognized by most countries.Recover the loss of the national archives has become a broad consensus of the international community.we can though ways to take bake them, such as accept donation, purchase, and foreign affairs. But all of those ways inseparable from the consultation which base of the communication foundation and international cooperation whice base of negotiations.so, during Carry out international cooperation in the process we should build up the following three mechanism： Communication mechanism, Coordination mechanism, Implement mechanism.
