金华市中心镇培育的实践与探索

摘　　要：中心镇是统筹城乡发展的节点,应因地制宜地合理发展。近年来金华市实施的中心镇培育工程颇具地方特色,取得明显成效,但在培育过程中还存在思想认识上重视不够、工作措施上未完全到位、资源要素配置不尽合理、行政管理体制有待完善等问题。在分析制约金华市中心镇进一步发展的几个突出问题成因的基础上,为了增强中心镇的功能与作用,从扩权强镇、优化城乡空间与产业布局、完善社会事业等方面推进城乡协调发展。The central towns are the node for co-ordinating the urban and rural development.They should be adapted to local conditions in order to get a reasonable development.The projects of central towns which are implemented in Jinhua city during the recent years,have some local features and got a significant success.But some problems exist in the process of development： insufficient importance is attached to the central towns,measures are not fully put in practice,the resources are unreasonably allocated and the administrative reconsideration system needs to be improved.This text analysises the major constraints to further development of the central towns in Jinhua City,makes some recommendations to enhance the function and role of the central towns and to promote the coordinated development.These recommendations include expanding their power to consolidate the central towns,adjusting industrial layout and optimizing the rural and urbain space,improving the social undertakings.
