中央财政对三峡库区生态农业园投资扶持研究

摘　　要：为了解决三峡工程建设对区域经济、社会和生态环境的不利影响,建设经济发达、社会文明、环境优美的新库区,国务院三峡办在三峡工程后续规划中已经决定,对三峡库区生态屏障区生态农业园的建设发展给予大力扶持。在政策研究和实地调查研究的基础上,对中央财政资金扶持库区生态农业园建设发展的范围、对象、内容、方式和条件以及扶持后形成的资产的权益管理等问题提出了一些对策和建议。In order to address the adverse effects of the construction of the Three Gorges Project on the regional economic,social and ecological environment,and construct a new reservoir area with developed economies,civilized society and beautiful environment,the State Council Three Gorges Office has decided in the subsequent planning of the Three Gorges Project to give strong support to the construction and development of ecological agriculture park of the Three Gorges Reservoir barrier.Based on policy research and field investigation,this article proposes some countermeasures and suggestions on the scope,object,content,manner,conditions as well as asset management of Central finance support of the ecological agriculture park construction in the reservoir area.
