摘　　要：如何推进"海西"农村公共文化服务体系构建和机制创新,实现"文化强省"战略与和谐"海西"是当前亟待解决的现实问题。本文分析了当前制约"海西"农村公共文化服务创新机制的基本因素,并提出有效解决的路径分析。It is an urgent task to promote system construction and mechanism innovation of pubic culture service m rural areas on the west side of the Straits, and realize the strategy of becoming a powerful province in culture and har- monious west side of the Straits. The essay mainly discusses some factors restricting the mechanism innovation of pubhc culture service in rural areas and puts forward some effective countermeasures.
