先富能人治村绩效探析——以浙江省临安市板桥乡为例

摘　　要：先富能人村官在推动农村经济发展、提升农村公共服务水平、提高村务管理水平方面起到了积极作用。由于他们自身的素质和目前制度设计的缺失,他们的施政也存在较多负面效应。改进先富能人村官施政绩效,需要进一步改革和健全村民自治制度,特别是要加强村民自治内生动力建设,同时推进外部的教育管理工作。Rich talents being village officials play a positive role in boosting rural economy,promoting rural public service level,and enhancing village-affair management level.However,as a result of their low quality and the present system flaw,their administration also has many negative effects.In order to improve these village officials＇ administrative performance,the villagers＇ self-government system should be further reformed and improved,especially by strengthening internal motivation construction,and simultaneously advancing external education and management.
