摘　　要：我国的应急预案编制工作已进入应用期,一份不完备的应急预案可能造成致命的后果,因此,有必要对应急预案的完备性进行评估.完备的应急预案应涵盖突发事件发生、发展、消亡的整个过程.通过鱼刺图分析构建了应急预案完备性评估指标体系,包括6个一级指标、19个二级指标和60个三级指标;通过层次分析法确定各级指标的权重;构建了应急预案完备性的评估模型;并通过例证表明,通过鱼刺图的方式确定应急预案完备性指标以及构建的评估方法具有一定的实用性和科学性.The emergency plan of our country has entered into an application period;an uncompleted special emergency plan may have deadly consequences,so it is necessary to evaluate the completeness of emergency plan.Completed emergency plan should cover the whole process of incident,occurrence,development and disappearance.Through the fishbone diagram analysis,we built the completeness evaluation index system of emergency plan,which contains six primary indexes,19 level 3 indexes and 60 level 3 indexes.And then we identified the index of at all levels and set up the evaluation model through the analytic hierarchy process.Finally,we evaluated the flood control emergency plan of a city according to the evaluation index and model,and put forward the improvement suggestions.
