摘  要:自南宋时期崇明天赐盐场成立起,官方的兴趣就不全放在其盐业生产的控制上,表现出了极大的宽松度和随意性,之后该场几经兴废,虽与崇明沙洲发育不稳定不无关系,但也是为了在两淮和两浙盐区之间制造一个缉拿私盐的"缓冲地带"。入清以后,官方曾针对缉盐做过诸多数目字管理的尝试,但终不免功亏一篑,过于宽松的氛围往往成为严格制度的致命"黑洞"。Since the establishment of Chongming Tianci Saltern in the Southern Song dynasty,it seemed that the government didn't put much interest on the control of salt production;therefore,lots of looseness and randomness appeared in its management.After that,Tianci Saltern underwent several times of 'ups and downs',and we can say it is somehow related with the instability of Chongming sandbar's development,but it's sure that to set up a buffer zone for controlling illegal-salt production at the region of Lianghuai & Liangzhe was definitely one of the causes also.After the Qing dynasty,the government has implemented many methods of management so as to restrict the illegal salt production,but it didn't work for too loose atmosphere would become a fatal 'black hole' in any strict system.
