摘　　要：医疗资源总量不足、配置不均衡是导致群众看病难的重要原因,医院内部管理水平不高则加重了群众看病难的感受。缓解群众看病难问题必须多管齐下,扩充优质医疗资源总供给,建立上下联动的分工协作机制,优化诊疗流程,推进体制机制综合改革。The lack of high-quality medical resources and unequal allocation of medical resources are main reasons for low accessibility of medical care services. Meanwhile, patients consider it difficult to see the doctors also because of low level of hospital management. Various policies should be applied to increase the accessibility of medical care service, which may include enhancing supply of high-quality medical resources, establishing cooperation mechanism between hospitals and primary healthcare institutes , strengthening inner management and promoting institutional innovations.
