高等学校去行政化:内部权力结构的重构

摘　　要：高等学校的行政化源于建国初期高度集权的政治体制与传统的计划经济体制,高等学校成为政府的附属物,与政府构成内部行政法律关系。高等学校去行政化不能依靠政府权力下放实现,只能通过高等学校内部治理结构的重构,取得行政权力、政治权力和学术权利之间的平衡。其主要措施是通过构建新型董事会,为政治权力找到正确归属地,平衡行政权力和学术权利。The de-administration of colleges originates from the highly centralized political system and the traditional planned economy system.The college is affiliated to,and has the legal relationship of internal administration with the government.De-administration of Colleges and universities can not rely on decentralization of government,but on the balance among administrative power, political power and academic power through the reconstruction of internal governanc structure of universities.The measure of de-administration of colleges is to construct a new board of director,which is led by the political power,to balance the executive power and academic power.
