论“三三制”模式下制度建设对基层组织机制创新的关系——以襄阳市谷城县堰河村为例

摘　　要：农村基层党组织是党在农村全部工作的组织基础,是农村各项工作的领导核心,在推进社会主义新农村建设中发挥这非常重要的作用。近年来,襄阳市开展农村基层"三三制"建设模式,从基层治理角度开展创新性的党组织建设,极大的增强了农村基层党组织活力和凝聚力,行政效率明显提高。同时,在"三三制"模式架构之下,为了避免出现权力集中,民主不充分等问题,强化制度建设有着非常重要的意义。Rural grass roots CPC organization is the organizational foundation of all the work. It s the core of leadership of the rural work, and it plays a very important role in the construction of new socialist countryside. In recent years, Three Threes Mode is implemented in Xiangyang City, and innovative CPC construction is launched from the perspective of grassroots governance, the implementation of innovative building of party organizations of the Communist Party of China, greatly enhancing the vitality and cohesion of the rural grass roots organizations, administrative efficiency significantly improved. Meanwhile, Three Threes Mode are important in avoiding an excessive concentration of power, insufficient democracy, strengthening institutional construction.
