农民对惠农政策的反响——以“十二五”规划为例

摘　　要：在全国21省3 096户的调查与研究的基础之上,对农民对"十二五"规划的态度与反应进行统计分析。数据显示:"十二五"规划宣传方式少、诉求渠道少;认知率低、参与率低;期待高、评价高。如何让"十二五"规划中的惠农政策卓有成效,提出了一些对策与建议。On the basis of the survey and study conducted in the coutryside area from 3,096 rural families spread among 21 provinces, this article makes a statistical analysis of farmers＇ attitudes and responses to National ＂Twelfth Five -Year＂ Plan. According to the statistical data, many problems have been discovered such as few propaganda means for the national plan and appeal access, superficial understanding of the policy and little participation rate in spite of the high expectation and appraise. As a result, some suggestions are proposed tentativelv in order to implement these policies better.
