摘　　要：在以卫星通信为传输平台、以IP通信为基础的电力机动应急通信系统中,传统的程控语音通信已无法满足应用。而电话软交换技术将语音、视频及数据等多种业务进行融合,不但满足IP通信传输的要求,还可以通过与无线对讲系统的集成,使机动应急语音通信具备IP可达和无线化。为电力机动应急通信提供了多手段通信互连、具备通信互操作性和应用的指挥平台,提高了应急指挥效率。In the power mobile emergency communication system which is based on IP communications and satellite communication as transmission platform, the traditional program-controlled voice communication has been unable to meet current demands. The telephone soft-switch technology can integrate voice, video, data and other applications, not only meeting the requirements of IP communications transmission, but also making mobile emergency voice communications IP reachable and wireless by integrating with the wireless intercom system. The telephone soft-switch technology provides a variety of communication methods and interconnection with communication interoperability and application command platform for the power mobile emergency communications applications, resulting in an efficiency improvement of emergency command.
