摘　　要：本文从上海国际金融中心建设的战略角度出发,分析了上海市试点地方债的意义和作用;最后,针对上海市地方政府债券试点工作,本文从金融市场、地方投融资平台贷款、欧洲主权债务危机以及地方国库现金管理等四个方面提出相应的建议措施。Based on the experience and inspiration drawn from the management of local treasury bonds issuance in the western countries,the paper makes analysis on the benefits for Shanghai to initiate the pilot program of local treasury bonds issuing.Strategically speaking,it is of vital importance for its construction of the international financial center.In conclusion,the paper puts forward the suggested measures and approaches in terms of financial market,the local investment and financing platform of loans,the European sovereign debt crisis and the local treasury cash management.
