摘　　要：通过制度与政策、管理现状研究,针对管理中的问题,提出完善制度、加强监管、科学预算、简化程序等措施,以推动科研事业单位政府采购工作的规范执行。The present status of systems, policies and management are studied. In view of the problems, countermeasures are put forward to perfect systems, strengthen supervision, make budge scientifically, and simplify procedure, so as to promote regulated implementation of government procurement work at scientific research institutions.
