黑龙江省贫困村资金互助组织的调查与分析——以延寿县六团村为例

摘　　要：2006年国务院扶贫办、财政部下发《贫困村村级发展互助资金试点工作通知》,之后在黑龙江省进行了试点并取得了一定发展。但黑龙江省贫困村资金互助组织在发展中仍存在诸多问题:资金不足、社员名额少、资金互助组织内部管理不当、组织的宣传工作不到位等问题。通过调查、分析,提出进一步发展贫困村资金互助组织要从以下方面入手:扩大农村资金互助组织的资金来源,增加社员名额,社长评选"平民"化,加强资金互助组织的管理工作,进而促进农村资金互助组织更好更快地发展。＂Capital mutual funds organization of Impoverished village＂was issued in 2006 and it Was launched in Heilongjiang province and obtained certain development,but there are still many problems：insufficient funds,lacking of membership number,capital mutual organization internal mismanagement,organization of the publicity is not improper and so on.In this paper,it suggested impoverished village capital mutual organization should develop from the following aspects：expanding the funding sources of rural capital mutual organization,increasing membership quota,strengthening capital mutual organization management,and then promoting the rural capital mutual organization development better and faster.
