摘　　要：国家审计服务于国家治理,而国家治理通过公共政策来实现。社会保险审计必须发挥政策执行监督功能,由基金财务收支的合法合规性监督深化拓展至社会保险政策执行情况监督。文章阐释了当前社会保险政策执行情况审计的必要性及其对国家治理的重要作用,分析了社会保险政策执行情况审计的合法性依据,对其进行了职能定位,提出社会保险政策执行情况审计对国家治理的作用机制包括政策执行一致性审计、政策执行成本审计、政策执行效果审计、政策执行预测审计和政策执行反馈与跟踪审计,并以城镇企业职工基本养老保险政策为例,基于真实的养老保险审计数据进行了研究探索,阐释了社会保险政策执行情况审计的实现路径。State audit serves National governance, which is through public policies. The functions of social insurance audit must be expanded and deepened from supervision on legality of social insurance funds＇ income and expenditure to supervision on the implementation of social insurance policies. This article explains the necessity and importance of social insurance policy implementation audit in modern times. According to present audit laws and national governance＇s policing methods, this article states the legitimacy and definition of social insurance policy implementation audit, whose functional system includes audit on policy implementation＇s conformity, cost, effectiveness, and predicting, feedback and chasing the policy implementation and adjustments. Taking policies of urban entrepreneurial employees＇ basic endowment for example, this article, using large amount of basic endowment data, explores the ways to realize the social insurance policy implementation audit.
