摘　　要：从可靠性及其管理的研究目的出发 ,分析了通信网可靠性的管理者、管理范畴、管理内容及管理的实现 ;在此基础上 ,提出了网络运营者应当从用户期望、运行可靠性、故障规律、维护制度、可靠性决策和可靠性措施等方面开展通信网可靠性管理的研究 .According to the research object of telecommunications network reliability and its management, analyses the managers for telecommunications network reliability, the management category, the management tasks and its implementation. Base on these discussions, finally proposes that network operators should do studies on subscribers'expectation, operational reliability, fault rules, maintenance system, reliability decision and reliability measures, to improve the operational reliability.
