摘　　要：作为一把双刃剑,互联网给人们生活带来高效便捷的同时,也给人们的各项权利带来了巨大威胁,因此,政府则责无旁贷地肩负起了网络监管的重任。人们在享受政府给予庇护的同时,其隐私权也常常受到政府监管行为的侵扰。为此,必须以保护公民隐私权为中心,对政府网络监管权力的行使加以法律上的规制,确保政府监管行为在保障网络安全的同时,不异化为"隐私杀手"。Intemet is a double-edged sword which brings people the effectiveness and great threaten. Therefore, the government takes the great responsibility for its supervision and administration. People＇s privacy is infested by the government＇s supervision and administration when they enjoy the government＇s protection. In order to protect people＇s privacy, the government＇s power of supervision and administration should be regulated.
