合理政府规模理念及其对我国行政组织改革的启示

摘　　要：政府规模的合理选择不能简单地以"大政府"、"小政府"来定位,而应根据不同时期的社会、经济、政治的发展状况,以提高政府能力的有效性,满足广大公众的需求为标准来确定。我国政府组织改革应突破"小政府、大社会"理念框架的限制,以合理政府规模理念为基础,寻求一种适合我国国情、符合我国市场经济运行以及社会发展的、适度规模的合理、高效政府。Government scale can not be simply to ＂big size government＂,＂small size government＂ to locate,but according to different social,economic,political development,in order to improve the effectiveness of the government＇s ability,satisfy the public demand for the criteria to determine.Our country government organization reform should break through the＂small size government,big size society＂concept frame to limit,to the reasonable government scale concept as the basis,to seek a kind of suitable for China＇s national condition,accord with our country market economy and social development of the appropriate scale of reasonable,efficient government.
