基于网络化治理理论考量“官办”学会困境消解的对策

摘　　要：学会的挂靠体制由来已久。随着经济体制和行政体制改革的深化,挂靠体制不适应市场经济发展的弊端日益显现。虽然国家已适时取消了学会必须有挂靠单位的硬限制,但由于历史原因,目前绝大多数学会仍然有挂靠单位,而且还必须依靠挂靠单位的支持开展活动,其中挂靠在政府机关的学会俗称"官办"学会。如今,学会的凝聚力、影响力在一定程度上受阻,主要表现在:学术权威性不够,服务能力不强,组织建设弱化,管理水平较低,经费来源缺乏等。本文以网络化治理理论分析学会目前存在问题的原因,提出消解困境的对策,以供学会管理单位参度。Social organization＇s affiliated institutions appear for a long time.Now with the current economic system and administrative system＇s reform＇s deepening,the shortcomings of affiliated system anchored to meet the market economy system appear.Although the country has canceled restricts of social organization must have affiliated units,due to historical reasons,until now most of the social organizations still have affiliated units and rely on their support to carry out activities.Those affiliated the government are called ＂government-run＂ social organization.Today,social organizations＇ cohesion,influence to some extent are blocked,mainly in：academic authority is not enough,service ability is not strong,organization building weakened,lack of funding source lackened,and so on.These factors make the development of social organization slow.This paper is intended to analyze the causes of the problems and put forward countermeasures.And then management units can gain inspiration from the paper.
