废纸制浆企业现场环境监察要点分析

摘　　要：环境监察实现科学执法的一个重要转变是要从污染源的末端监督延伸至生产全过程监督。作者从执法者的角度重点分析了废纸制浆生产现场、污染防治设施等的环境监察技术要点,重点监察废水量、COD、SS、SO2、污泥及环境风险应急预案与应急措施到位情况。The significant change of environmental supervision to achieve the science of law enforcement is to change the supervision from the end to the whole production. From the viewpoint of law-executor, the site production of pulping with waste paper and technical key points of environmental supervision of pollution prevention and treatment facilities were analyzed, and the discharge volume, COD, SS, SO2, sludge of waste water, the response plan and its measures of environmental risk emergency should be supervised.
