黑龙江国有林区现代化发展难点分析

摘　　要：分析了黑龙江国有林区在现代化发展中的特殊生态地位,探讨了林区现代化发展的特殊路径,重点分析了推进黑龙江国有林区现代化进程必须破解的难题,包括必须化解经济发展与资源环境的矛盾;妥善解决林区生态保护与经济发展失衡的问题;不断提升林区生态主体功能;化解林区现代化建设的体制性矛盾;解决林区基本公共服务均等化问题。The paper analyzed the special ecological function of state-owned forest in the modernization of Heilongjiang,then explored the special paths to modernization,and finally analyzed the difficulties should be solved during the modernization of state-owned forest,for example,to resolve the conflicts between economic development and resources and environment,to solve the imbalance between ecological protection and economic development,to continuously improve the ecological functions of forest area,to remove the institutional conflicts in the modernization of forest area,and to solve the equalization problems of basic public services.
