摘　　要：在新一轮跨越式发展中,厦门市几乎所有的重大建设项目,都采取了"指挥部模式",并取得了显著的经济效益和社会效益。通过分析厦门新一轮跨越式发展中指挥部模式的运行机理、取得的效应和存在的不足,提出了进一步完善"指挥部模式"的基本思路和对策。In the process of the new turn leapfrogs development,Xiamen nearly all of the major construction projects have adopted ＂the headquarters pattern＂,and has obtained the remarkable economic and social benefits.By analyzing the operation mechanism,effect and the existence deficiency of the headquarters pattern,this paper put forward the basic ideas and measures to further improve ＂the headquarters pattern＂.
