摘　　要：对金砖四国国家创新体系存在的问题进行梳理与比较,研究发现:一方面,金砖四国国家创新体系存在过分偏重于创新的研发和技术因素,以及各种创新政策缺乏有效融合的共性问题;另一方面,金砖四国国家创新体系都因缺乏某种根植性而存在各自的个性问题。只有从本国特定的经济社会条件和全面发展的视角来考虑本国的创新政策,才有可能构建一个高效的国家创新体系。This paper reveals two insights by listing and comparing the problems in National Innovation Systems （NIS） of the BRIC. The common problems in each NIS of the BRIC are that too much more emphasis has been put on R＆D and technical factors and there are not effective integrations of kinds of innovation policies. On the other hand, there are some special problems in NIS of the BRIC since the lack of embedness. An efficient NIS can be constructed only when the inno- vation policies have been made from the views of special economic and social conditions in each country and the overall de- velopment.
