美国科技政策与技术创新模式的协同演进研究

摘　　要：分4个阶段概括了美国自建国以来到奥巴马政府的科技政策历史沿革,指出其"一次转折、两次回归"的特征;总结了技术创新由"线性模式"向"平面模式"的演变,并提出了"技术创新立体网络模式"的概念。通过对两者的融合,简析了其相互影响的协同演进过程,以期能对我国科学技术创新政策的科学化制定和进一步研究有所借鉴。In this paper, the evolution of U. S. science and technology policy since the founding of the nation has divided in- to four stages, for which the paper indicates the characteristic of a turning point, two returns. At the same time, the con- cept of stereo network model of technological innovation is introduced after a description of the passage of liner model to planar model. The analysis of these interactive and synergistic evolutions process is very significant and practical for the scientific and advanced decision-making and the future study on this item.
