摘　　要：中国图书馆的发展史上曾经历了两次以公共图书馆精神为精神旗帜、以促成图书馆向全体公众公平免费开放为目标取向的新图书馆运动。文章概述了20世纪至21世纪相隔近百年的两次新图书馆运动,并比较分析了这两次新图书馆运动在时代背景、兴起标志、代表人物与标志事件、图书馆观念、主观目的、核心内容和现实结果上存在的较大差异。参考文献61。The history of Chinese library has experienced two new library movements which had the flag of public library spirit and aimed at promoting the library to fairly open to all public for free. This paper summarized the two new library movements from the 20th century to the 21st century, compared their big differences from the background, the rise marks, the figures and sign events, the library concept, the subjective purpose, the core content and the actual results. 61 refs.
