摘　　要：本文通过十二五节能减排政策以及政府规划内容引出智能电网用户端电能管理系统。介绍了电能管理系统的主要组成部分以及三层能源管理系统架构,并通过对电能管理关键技术的阐述和分析,以便更好地理解电能管理系统在智能电网用户端体系中扮演的角色。Through the energy saving and emission reduction policy druing the government conference and goverment planning antent, smart grid user of electric energy management system was leaded in this paper. The main component of electric energy mangement system and three level energy management system were introduced. And through the electric energy management＇s key technology was described and analyzed, so that the role of system in smart grid user can be better understanded.
