摘　　要：通过对遗产公众价值概念的解析研究,评估分析陕西陈炉镇遗产公众价值内容,探讨发展与促进陈炉历史文化名镇遗产保护中公众参与的建议,提出其遗产公众价值的实现方式以及构建当地遗产保护组织的基本模式。通过"情感驱动、利益引导、智力支持",调动陈炉镇居民参与遗产保护的积极性,支持居民建立自己保护组织,推动居民发展自己的保护力量。Through studying the new concept of public value of heritage, the article analyses the public value of Chenlu, Shaanxi and discusses practical solutions of capturing and developing the public en gagement of Chenlu, Shaanxi in order to find the,approaches of achieving its public value of heritage and the basic mode of establishing its own organizations. Following the principle of＂ emotionalmotivation, profitattraction, intellectual access＂, inspire public involvement, support local people to found their own heritage conservation organizations and promote local people to develop their conservation power.
