土地城市化与农村人口城市化挂钩试析

摘　　要：为解决人的城市化落后于土地城市化及农村人口城市化面临的民生问题,采用土地指标与人口挂钩促进城市化的制度创新方法,在发达地区率先试点土地城市化与农村劳动力城市化挂钩的制度探索,建立地票制度平台,在不突破耕地红线背景下,将农村人口建设用地额度与其流动居住区域自由选择相结合,解决农村人口城市化的城市可获得其所带建设用地额度,激励城市政府在获得建设用地额度的同时解决额度的携带者,促进人与土地同步城市化,解决农村人口进城的公共服务资金缺口。这一制度创新,必将促进相关主体的利益总体提升。In order to solve the livelihood issues behind the urbanization of rural land and population,land indicators and population indicators were linked to promote the urbanization system,which took the lead pilot in the developed areas.The system contents were as follows：establishing the system platform for soil ticket,combining the construction land limit for rural population with their flow-living districts without breaking the red line in the context of arable land,assigning the construction land limit to the city which solved the urbanization of rural population,encouraging the city to arrange the labors who brought the construction land limit to the government,encouraging the synchronization between population and land urbanization,solving the financial deficit of the public fund for the rural population.This institutional innovation will promote the overall interests of the relevant subjects.
