摘　　要：面对国际金融危机对市场经济的冲击,美国"次贷危机"所引起的影响全球实体经济的金融海啸,世界各国和地区纷纷强化政府行为,启动庞大的经济救援和刺激计划。这使得政府采购成为全球关注的一项重要议题。政府采购活动与这些政府刺激计划的落实息息相关,作为政府宏观调控重要手段的政府采购能否产生应有的效能成为全球关注的焦点问题。International financial crisis make severe shocks to the market economy, the countries and areas of the world strengthen the government behavior and start the huge economic aid and stimulus plan, which made the government procurement a global important problem. Whether government procurement can produce due performance, as an important means to the control of the governmental macro-control also become focus issues world wide.
