摘　　要：本文从文化、信息、知识、权变、艺术和整合六个维度,系统地研究了制定中国低碳发展战略和政策的方法论和六维低碳发展路线图的系统性、可行性、有效性和操作性。国家可以通过文化政策激发全民低碳发展的使命、动力和激情;通过信息政策保证科学低碳发展的依据;通过科技政策寻求有效低碳发展的方法;通过权变政策保证低碳发展对环境变化做变通;通过政策艺术根据对象的不同对低碳发展做调整和通过整合政策保证协同一致地对低碳发展做统筹。This paper provides a comprehensive and systematic method for the strategy and policy making to overcome the barriers of China＇s low-carbon development,and demonstrates the feasibility,effectiveness and operation of the road map for low-carbon development.The six-dimension approach involves culture,information,knowledge,contingency,art and integration.The state can stimulate the mission,motivation and passion of the entire people for low-carbon development through cultural policies,ensure the ground for low-carbon development in a scientific way through information policies,seek for effective methods for low-carbon development through scientific and technological policies,ensure that low-carbon development can make environmental changes according to specific conditions through contingency policies,make adjustments of low-carbon development according to different objects by the art of policies,and ensure to make overall plans in coordination for low-carbon development through integration policies.
