摘　　要：借鉴国家社会医疗保险的做法经验,研究改革军队人员医疗费用补偿机制与支付方式,加强军队医院对外医药收入分配管理,是顺应市场经济发展和国家医改方向,保证和维护官兵健康权益,提高军人医疗保障水平的重要举措,是军队医院适应新时期生存发展的必然任务。本文就某军区开展军队人员医疗费用补偿机制改革研究的基本思路、主要内容和做法进行介绍,并对其重要意义和作用进行探讨。Drawing the experiences in the practice of social health insurance for the country, studying the reform of payment and compensation mechanism for medical costs of military personnel, and strengthening the man- agement of external income distribution for military hospital is the correct direction of following the market economy and the national health care reform, which can also ensure and safeguard the health rights of officers and soldiers. And all above measures can improve the level of medical care for soldier, which is an inevitable task for military hospitals to meet the survival and development in the new era. The paper introduces the basic idea, the main con- tent and practices, and discusses the significance and effect of the study on the reform of the mechanism of compen- sation for medical costs of military personnel, which is carried out in Beijing Military Command Area.
