摘　　要：近年中国蓬勃开展的区域贸易安排为促进特区企业稳定出口提供了良好契机。当前特区企业在利用区域贸易安排的关税减让优惠方面已经初见成效,但仍然存在着优惠关税利用率偏低的状况。这既需要政府在区域贸易安排中精心设计优惠性原产地规则,改革原产地证书签发体系,并加大相关宣传力度,也需要企业自身增强参与意识,积极利用区域贸易安排,以更好地促进特区外贸事业的发展。The regional trade arrangements China has actively carried out recently provide a good opportunity for the steady exportation of manufacturing enterprises in SEZs.Currently,initial effects have been shown with regard to the use of the tariff concession preferences in regional trade arrangements by enterprises in SEZs.However,enterprises in SEZs still use preferential tariff rates in regional trade arrangements quite little.Therefore,Chinese government needs to carefully design preferential rules of origin in regional trade arrangements and reform the certificate of origin issuing system,meanwhile intensifying propaganda about regional trade arrangements among enterprises in SEZs.The enterprises also need to actively use regional trade arrangements,thus enhancing the development of international trade of SEZs.
