摘　　要：本文分析了公共信息资源利益链上的多元主体,论述了知识产权与公共使用权的对立与统一,在此基础上从发挥政府的主导作用完善公共政策、维护社会公众利益、限制知识产权的滥用行为、重视知识产权的宣传教育工作、培养公民的知识产权意识几个方面探讨了公共信息资源利益链上多元主体的利益平衡。This paper analyzes the diverse subjects for the interests chain of public information resources, and discusses u- nity and opposition of intellectual property and public use rights. On this basis, it discusses the balanced interests about the diverse subjects of interest chain of public information resources from the following aspects： playing a leading role of the government, improving public policy, safeguarding the public interests, limiting the abuse of intellectual property, emphasis on publicity and education on intellectual property, training citizens＇ awareness of intellectual property.
