摘　　要：在近代以来的基层权力结构与制度的嬗变与更替中,陕甘宁边区的基层参议会制度无疑是对中国基层社会产生深远影响的一个制度安排。尽管这一制度是在战时条件下形成的一个产物,但是中共在制度建构上坚持了制度建构的历史演绎与现实情境,在设计理念上紧紧围绕基层社会的具体实际和民主自治的价值理念,以基层参议会为载体,通过重塑基层社会的权力结构,不仅培养了大批能够适应当时复杂形势的基层参议员群体,而且从根本上实现了对基层社会权力主体的改造与重塑。The grass-roots council system in Shaanxi-Gansu-Ningxia Border Region undoubtedly has a pro- found impact on Chinese grass-roots social institutional arrangements for grass-roots power structure system in mod- ern times. Although this system is a product of the wartime conditions, the Chinese Communists adhered to the his- torical interpretation of real life of the system constructed in the design concept, closely centered on the concrete practice of grassroots societies and the values of democratic self-government. By reshaping the power structure of the grass-roots societies with the grass-roots council as a carrier, the Party not only trained a large number of pri- mary senator groups capable of adapting to the complex situations then, but also fundamentally reformed and rein- vented the subject ofrights in the grass-roots societies.
