摘　　要：以中法海河流域水资源综合管理项目为基础,通过总结项目第一阶段的交流成果,较系统地介绍了法国的水法沿革、流域管理体制以及政府和社会在水资源管理中的作用,并对法国水资源管理体系中可值得借鉴的经验进行了概括。The achievements obtained during the first phase are summarized for Sino-France Integrated River Basin management Project.A systematic introduction is given to water legislation process,river basin management system and roles of government and public in water resources management in France.The experience and practice of France is introduced,which is expected to provide a reference for China in water resources and river basin management.
