摘　　要：针对目前传统的产业评价之不足,本文在前人研究的基础上,综合了产业评价的多方面因素,提出了产业的实力与发展水平应该从产业的国际竞争力、自主创新力和效益贡献力三个方面进行综合评价,认为产业的此"三力"应达到一种动态的均衡状态为佳;本文选取了产业国际竞争力、产业自主创新力和产业效益贡献力作为评价产业的三个要素,构建了产业的"三力"评价模型,建立了评价模型的指标体系,并以我国重点产业为例进行了"三力"评价模型的实证应用;产业"三力"评价模型的构建,以期为产业综合实力的诊断提供一种合理有效的评价工具。In the view of insufficiency on traditional evaluation of industries,and on the basis of previous studies,this paper integrates various factors,puts forwards that industrial strength and development level should be evaluated from three aspects which are capacity of innovation,international competitiveness and capacity of benefit contribution,also,the ＂three capacities＂ of industry should be achieved a dynamic equilibrium.The paper selects industrial innovation capacity,international competitiveness and capacity of benefit contribution as three elements of industrial evaluation,creates ＂three capacities＂ evaluation model of industry,and builds index system of the evaluation model,at last takes China’s key industries as example to evaluate.The ＂three capacities＂ evaluation model is constructed in hoping to provide a reasonable and effective evaluation tool for the diagnosis of industry comprehensive strength.
