摘　　要：人民政协有助于促进党政决策的科学化、民主化,但就目前而言,人民政协的决策参与遭遇了法制障碍与行动阻力。应稳步推进关于人民政协的立法工作;完善协商决策的制度安排;纠正党政干部的认识误区;提升政协委员的决策参与质量。此外,"参与式"财政预算审议可成为今后人民政协提升功能的一个新途径。The CPPCC helps in scientific and democratic decision of the CPC and the Government. However, at pres- ent, there are still some institutional obstacles and resistance for the CPPCC ~s participation in decision making. We need to steadily advance legislation of the CPPCC, improve the system of consultative decision making, rectify the misunderstanding of the CPC and government officials, and improve the quality of participation in decision making by the CPPCC members. In addition, ＂participative＂ fiscal budget review may be a new way for the CPPCC to upgrade its functions.
