摘　　要：本文介绍了AHP的特点以及应用于规划环评的优势,针对狗河流域规划环评,确定水环境、生态环境、社会环境、淹没及移民安置、地质环境等五大环境要素,建立评价指标体系进行评估决策。在充分考虑对整个流域生态环境影响的前提下,对开发方案进行评价与决策,筛选出符合规划目标和环境保护目标要求的环境可行的规划方案。The paper introduces the characteristics of AHP and its advantages in application of planning EIA.AHP according to the Gouhe basin planning EIA,it determines five environment factors,water environment,ecological environment,social environment,submerge and resettlement,geological environment,to establish the evaluation index system for evaluation and decision.It evaluates and decides development scheme,screens planning accord with planning target and environment protection target in full consideration of the whole basin ecological environment impact.
