摘　　要：介绍开发院科两级综合目标管理系统的必要性,从面向患者服务、临床和行政科室服务、医院管理服务、政府管理部门服务等方面阐述了深圳市第二人民医院开发院科综合目标管理系统项目的需求分析,并从思想基础、组织基础、政策基础、设施基础、技术基础等方面论述建设院科两级综合目标管理系统的可行性。This article introduced the necessity of the comprehensive target information management system for department and hospital. Demand analysis of the comprehensive target information management system for The Second People＇s Hospital of Shenzhen was discussed in perspectives of patient orientation, clinical and administrative service, and government management service. The feasibility of building the comprehensive target information management system was analyzed on the basis of ideology, organization, policy, facility and technology.
