摘　　要：北洋政府时期,京直地区水患频仍,其影响范围之广、危害之大甚于从前,百姓的生产环境和生活居住环境日益恶化。究其原因,一方面与京直地区特殊的地理位置、大陆季风性气候条件、泥沙含量高的河流水文状况有关;另一方面,与北洋政府在行政管理上缺失、经费投入少有密切关系。In the Period of the Northern Warlords Government, ZhiLi district experienced frequent flood disasters, which caused great harm ever since. Thus the production and living environment got more and more deteriorated. There are several reasons：on one hand,the special geographical loca- tion of Jingzliao district and Zhili province, the influence of monsoon,hyper-concentration rlvers;on the other hand,lack of administrative management and funds.
