摘　　要：在能源和原材料涨价、劳动力成本上升、人民币升值、国际金融危机等特殊时代背景下,浙江很多企业陷入停产、半停产或倒闭的困境。浙江区域经济自主创新能力不足、区域合作创新机制不健全、区域创新系统薄弱等问题充分暴露。本文分析了浙江自主创新能力建设的现状和构建区域创新体系建设的实现障碍,深入探讨构建浙江区域创新体系的对策与措施。With the peculiar background such as price rising in the sources of energy,raw material and labour force,RMB appreciation,international financial crisis and so on,many enterprises get into stopping production, partly -stopping production or closing down in Zhejiang area.The problems are fully exposed. For example, the innovative capacity of Zhejiang regional economy is insufficient, the innovative mechanism of regional cooperation is unsound and the regional innovative system is weak. This article analyses the state of Zhejiang independent innovation capacity , the obstacles of constructing regional innovation systems and discusses the relevant coun innovation systems. of constructing Zhejiang regional
