摘　　要：廉政文化和廉政制度是反腐倡廉建设两个非常重要的方面,二者既在产生机制、功能效果和表达形式上存在相对明显的外在区别,又在意义、作用、目标和对人的影响等方面有着非常紧密的内在联系,现实中两者密不可分。高校廉政制度建设中存在廉政文化"虚位、缺位、偏位"的现象,应该在工作中加以克服,保证廉政制度构建中廉政文化的"实位、到位、正位",并且加强制度的执行力。Integrity philosophy and integrity system are two important aspects of anti-corruption move- ment. They differ from each other in mechanism, function and form of expression, but also intercon- nected in the aspects of meaning, function, objective and impact on people. In reality, they two are inseparable. There exists a problem in the construction of university integrity system that integrity philosophy is nominal, insufficient and wrenched. This problem needs to be solved so that integrity is veritable, sufficient and straightened. Also the execution of integrity system needs to be improved at the same time.
