摘　　要：芬兰大众体育的发展受到国际体育界的关注和认可。在对芬兰体育基本状况进行分析基础上,以路径依赖为基本理论依据,着重探讨了芬兰自20世纪60年代至今的体育公共政策变迁和发展的历程,其核心是由竞技体育到大众体育的转变。同时,这也对我国推动体育事业的全面发展具有重要的借鉴意义。The development of mass sports in Finland is recognized by the international sports com- munity. Based on the analysis of the basic situation of the Finnish sports, a path dependence as the basic theoretical basis, this paper has focused on the course since the sports public policy changes and development in Finland since the 1960s, and its core is the transition from competitive sports to mass sports. At the same, it is also an important reference for China to promote the comprehensive development of sports.
