区域经济增长基础上金融集聚效应研究

摘　　要：金融集聚是指在金融市场发展过程中,金融产业的参与者在特定范围内形成的相互联系,从而使该地区无论是金融机构密集程度还是金融机构的种类都普遍高于平均水平的现象。金融集聚主要分为市场主导型和政府主导型两种模式,它们主要受到政府支持力度、基础设施建设、外在金融环境等因素的影响。金融集聚对区域经济发展有正负两方面的影响。正效应主要有外部规模经济效应、金融外溢效应、技术进步效应和自我强化效应;负效应则主要表现在金融资源分布不均、金融机构之间恶性竞争、机构之间的内部控制形势严峻三个方面。在区域经济增长基础上,有效发挥金融集聚效应要明确区域经济发展阶段,实施不同金融集聚模式;广泛集聚金融管理和操作人才,不断完善基础服务设施建设;建立健全金融市场和法律法规,完善金融健康发展的政策环境。Financial congregation refers to the interrelation which the participants in financial industry in a particular area build up in the course of financial market development, which causes the area to congregate more financial institutions than average whether in density or in variety. Such a financial congregation is mainly divided into market-led model and government-led model, both of which are mainly affected by such factors as governmental support, infrastructure construction, external financial environment, etc. Financial congregation produces both positive and negative effects on regional economic development. The positive effect mainly includes the effects of exterior scale economy, financial spillovers, technological progress and self- strengthening mechanism; the negative effect mainly consists of the uneven distribution of financial resources, vicious competition between financial institutions and grim internal -control situation in the financial institutions. On the basis of regional economic growth, it is put forward that different financial congregation modes should be adopted in different areas; infrastructure further perfect; and the financial market and law established and perfected.
