湖南农村居民增收问题浅析

摘　　要：农民增收是解决"三农"问题的核心,是衡量全面建设小康社会进程的重要标志。近几年来,湖南农民收入逐年增加,但也存在诸多问题,如人均收入偏低、区域差距明显、城乡差距不断扩大等。制约湖南农村居民收入增长的主要因素包括农业现代化发展不足、政策性增收空间有限、农业生产资料价格上涨以及工资性收入增长缓慢。通过借鉴湖北和江西农民增收的措施和经验,立足湖南省情进行深入分析,从挖掘农业增收潜力、培育新的收入增长点、健全补贴体系、完善农业社会化服务体系等方面提出了促进农民增收的具体措施。The revenue rise for farmers is the key point to resolve the ＂Sannong＂ issue and also is the significant sign to evaluate the process of the well - being society construction. In recent years, farmers＇ revenue is rising year by year, but not too sufficient, such as farmers＇ revenue being lower than the state＇ s average, and the gap between them getting larger and larger, and the distinct gap existing between regions and the city -town gap expanding, etc. The main factors restricting the income increasing of rural residents in research of Hunan procince include the lack of agricultural modernization, the limited cpace of policy increment, agricultural production material prices rising and salary income growth slow. With the experience and measures from Hubei and Jiangxi provinces, this paper elaborates the major factors that restrict Hunan farmers＇ revenue rise and puts forward some specific measures to increase farmers＇ revenue, including the potential ex- ploitation of revenue rise in agriculture, the new revenue development, the improvement of subsidy system and agricul- ture socialization service system.
